MEETING MINUTES: 07/20/04

 

CALL TO ORDER: 03:15 PM at Serendipity Café at 137 Main St. in Warrenton.

 

ROLL CALL: Richard Johnson, Barry Smith, Frida Fraunfelder, Jim Scheller, Bob Maxfield and Krista Greisen.

Guests Present: Gary Nevan, Patrick Wingard, Val Holyoak, Pam Ackley, Marian Sefren.

EXCUSED ABSENCES: Eldon Wright and Marc Auerbach.

 

PREVIOUS MINUTES: June 15, 2004 minutes were read and approved.

 

TREASURERS REPORT: Bank statement was read and reflects a balance of  $58.15.

Acceptance of the treasurer’s report was moved and seconded.

 

SECRETARY’S REPORT:  Krista reported that the IRS has notified us that we are lacking Articles of Organization and 2 years of proposed budgets. Frida offered to get together with Krista to see that the Articles of Organization were completed, and Barry offered to aid Krista with the Budgets. A deadline of July 29, 2004 was given.

 

NEW BUSINESS

 

1. Pam Ackley, a homeowner from the Delaura Beach Rd. neighborhood, joined us to represent the interests of homeowners in that area in connecting with the trail. She stated that they are “ disappointed that the City is willing to throw good money after bad with an inadequate 2” overlay on Delaura Beach Rd.”. Pam brought up that fact that there is inadequate water pressure in the area and that there are plans to increase the size of the current smaller pipe, which would require digging up the new overlay. She further stated that the residents want the road paved all the way to Burma Rd., which is in accordance to the proposed Trail plan. She suggested that that the neighborhood would be interested in seeing speed bumps through the area for general safety through that corridor. Pam mentioned that if money was the primary issue, she had confirmation from several homeowners that a contribution of $1000.00 per household could easily be made to help fund the proper paving of their neighborhood.

            It was agreed that trail members would attend the Commission meeting the following evening to show support for the Delaura Beach home owners, who will be requesting from the City Commission to delay paving until funds are available to do it the correct way.

 

2. Patrick Wingard will be presenting to the WBA as well as the City Commission an OPRD grant he has written. This grant is an excellent use of WTA funding. The grant would require match funds of $14,000 dollars.

 

Motion: Jim Scheller motioned that we approve a letter of recommendation for the grant application. Frida Fraunfelder seconded. Motion passed unanimously. 

 

OLD BUSINESS:

 

3. Signage: Val Holyoak from Printkwik attended the meeting bringing several price quotes for signage in tow. The committee is favoring steel posts due to durability in our climate. A round estimate for signs is at $100 per sign, however Val will be checking on price break limits. It was agree a signage committee would need to be established.  Richard suggested some of the newer members of the association would be ideal for this. Patrick mentioned that it might also be possible to write some of the signage money into the grant being written for the Skipanon dyke walk.

            MOTION: Frida Fraunfelder moved that we request addition funds from the WBA for signage and office expenses in the amount of $2500.00. Motion seconded by Jim Scheller. Motion passed unanimously.

 

4. Ideas were given for subject matter for the Oversight Committee meeting scheduled for August 03, 2004 at Frida’s home at 3pm.

 

 

Next regularly scheduled meeting is on Thursday, August 26, at Serendipity Caffe, 137 Main St. at 3:pm.
