The meeting was called to order at 6:15 pm. ADOPTION OF AGENDA: Gail moved the agenda be approved as written. Seconded by Jim. Approved unanimously. APPROVAL OF MINUTES: February minutes unavailable, approval deferred. GUEST PRESENTATION: Jann Luesse provided an overview of the Warrenton Dog Park and their fundraising efforts. TREASURER’S REPORT: Treasurer’s report accepted by motion by Frida. COMMITTEE REPORTS: None BOARD MEMBER REPORTS: Marc presented the Trails plan amendments and additions with further work and additions expected prior to submittal to the city. Marc provided and update on our State Grant for the 1st to 13th Trail segment. Mark informed the group about ISTEA federal funding and the process for final acceptance. We await further word from the State. Jim provided an update on the Bicycle Friendly/ODOT plan for building a bicycle information kiosk at the round about in Astoria. Funded by Bicycle Friendly, the kiosk will feature local regional State maps at the kickoff point for the Oregon Coast Bike Route. Jim led a discussion regarding the benefits of establishing a Trails Amenities Committee. This included designating the Warrenton Dog Park as a Trails amenity as it will be on the Trail route and will provide an off leash area for people and their dogs as an alternative to dogs running loose on the Trails. An additional benefit is being able to purchase, in volume, items we need such as pet waste stations and park benches. It is expected the dog park will enhance the Trail experience for all users as canine hikers could be exercised in the park and walked calmly on the trail, and encourage pet owner’s responsibility in waste clean up. This resulted in the chair creating a Trails Amenities Committee, without board objection, and appointment of members: Jim, Gail, and Jann. It was determined that the Trails Amenities Committee would provide accounting and oversight of all funds designated for the Warrenton Dog Park. Marc then offered a motion; Warrenton Trails Association will accept donations for building a major Trail amenity/dog park, unless within the next 60 days, WTA discovers legal prohibitions. The motion was seconded by Frida and passed unanimously with written acceptance by Barry as Treasurer. OLD BUSINESS: We discussed the Delaura Beach Road trail segment with Marc and Barry planning to attend the April 5, 2007 ODOT/ City of Warrenton meeting. We discussed the Delaura Beach, County-State land sale with consideration of outreach to encourage attendance at the March 20th workshop. Jim is working with Ed Madere to secure engineering for the sidewalk/bridge trail segment. Marc noted our need to receive maps from Alex, NPS, for inclusion in the Warrenton Trails Plan.
